Several years ago the village board put into place a Tax Increment Financing district to raise money to build out the Town Center. The Town Center has been described as the most viable and likely area for a TIF and the part of town that residents wanted developed to reflect the small town character.
TIF districts are governed by a very strict set of rules and regulations; there is an application process by which the money is distributed and only certain projects qualify. Typical projects include the redevelopment of vacant or substandard buildings. Improving infrastructure needed to develop a site or to clean up polluted areas. Improving and developing public infrastructure in the target district including streets, sewers and parking structures.
Winfield has recently used TIF funds to purchase property for development, help bring a new restaurant to Town Center and begin work on a parking structure to help local businesses and commuters.
